REFUGEE PROTECTION

Pre-Removal Risk Assessment (PRRA)

Personal advice. A strategy built around your circumstances.

What it is

A pre-removal risk assessment is a written application, decided by an IRCC officer, that asks whether removing you would put you at risk of persecution, torture or cruel treatment. It usually becomes available only once the Canada Border Services Agency tells you that you face removal.

Who is eligible

  • A removal order and a PRRA notification from the CBSA
  • In most cases, at least 12 months since a refusal by the Refugee Protection Division
  • An application within the strict deadline, usually 15 days, with written submissions shortly after

It is now the main protection route for claimants caught by the one-year or 14-day rules. Because it is decided on paper, usually without a hearing, the written submissions carry the case.
