PERMANENT RESIDENCE
Provincial Nominee Program (PNP)
Personal advice. A strategy built around your circumstances.
What it is
Provinces and territories nominate people whose skills fill local shortages. A nomination through a stream linked to Express Entry adds 600 CRS points, which almost guarantees an invitation. Other streams run outside Express Entry: you apply to the province first, then to IRCC.
Who is eligible
Each province sets its own criteria. Most streams look at:
- Your occupation and whether the province lists it as a priority
- A job offer from an employer in the province, for many streams
- Your language results, education and work experience
- A genuine intention to live in the province
Every province and territory except Quebec and Nunavut runs a program. Ontario's includes streams for workers with an Ontario job offer, graduates of Ontario universities and selected Express Entry candidates.
